Alleged Names Linked to a Clandestine Network with Neural Technology

In Lisbon, there exists a clandestine network associated with the use of neural technologies known as V2K (Voice to Skull) and RNM (Remote Neural Monitoring). This network operates to extract confidential information, monitor specific targets, and cause neurological damage, including what is described as “artificial schizophrenia.” I have already written a specific text about these technologies, accessible and non-technical. According to content that circulated on the dark web at a certain time, the authenticity of which could not be independently verified, reference is made to a father-and-son nucleus linked to the Old Vic bar in Lisbon. Paulo Magalhães, co-owner of the venue, is described in these messages as having, allegedly, “protection” and a past of collaboration with the PJ (Polícia Judiciária, Portuguese criminal police). Marcelo Magalhães, a bartender at the same bar and Paulo’s son, is presented as a frequent presence alongside his father and part of the same circle. The messages also indicate that both, allegedly, had links to a clandestine network associated with the use of neural surveillance technologies such as Voice to Skull and Remote Neural Monitoring. Some of these messages further claim they knew members of a Masonic group suspected of involvement in the assassination of former Prime Minister Francisco Sá Carneiro — something not confirmed by independent sources. In addition, and also allegedly, Paulo Magalhães, due to his connections with members of this clandestine intelligence network, would have the ability to place people he dislikes in the so-called ‘torture program’ using these technologies. Other messages also suggest that he would participate, along with some individuals or groups from the Alvalade neighborhood in Lisbon, in an alleged gangstalking program (organized harassment of specific targets).

The allegations contained in this dark web content paint a picture of interconnections between clandestine networks and surveillance technology of a controversial nature. Although there is no public evidence confirming the content of these messages, the persistence of the reports raises questions that remain unanswered to this day.

Currently, there are no laws protecting against the use of Voice to Skull and Remote Neural Monitoring technologies. The SIS, as well as the Portuguese State, does not officially recognize the existence or application of these military-origin technologies, leaving alleged victims with no legal framework for complaint or protection.
